An OSAL is a wrapper that provides an implementation of operating system calls required by the application that is written on top of it. Its purpose is to abstract the application from the underlaying operating system in a way that would allow easy portability of the application from one operating system to another by replacing the implementation of the OSAL wrapper itself.

RADVISION provides as part of its developer tools an OSAL called Common Core which is part of each and every developer tool it licenses to customers.
